Storyline
Ravi Verma is an honest and diligent Inspector who lives with his wife,
daughter, and brother Raghuveer. Ravi and Raghuveer are brothers with a
very strong bond and both are extremely close to each other. However,
there bond weakens because Raghuveer often gets into fights. Raghuveer
can't stand injustice and when he watches injustice done to his
professor, he fights for him. This gets him into trouble and his law
career is jeopardized. Raghuveer is falsely accused for beating the
professor when it was Bitoo who beat the professor. After this point,
Raghuveer and his gang of 4 people start fighting for the weak people.
This is when Raghuveer and his ideals clash with the villains Sevakh
Rao, Niti Ram, and Ganpath. Initially, Raghuveer manages to defeat the
forces of the sinister villains. However, he is again falsely accused
for murdering Ganpath. This time, Raghuveer is tortured in prison in
front of his own brother as Ravi misunderstands him too. After his

One of Shetty's not so good films from the 90s
Sunil Shetty obviously
isn't a bad actor but he too has chosen too many crass films and post
1994 till around 1997 he only gave flops. Even though some of his 1996
releases were decent most of them were flops while some were average
runners like the action flick Rakshak which was an average
hit(moderately successful). The major problem with Sunil's films from
the 90s is that most of them never had decent stories. Okay if your not
aiming for good stories, have a good handling to make those typical
Masala potboilers worth watching. This movie shows improvement compared
to half the garbage releases for Shetty from 1995. At least, this film
shows decent performances, decent action, somewhat decent dialogs. But,
sadly the movie turns out to be another clichéd and messed up typical
action flick which Sunil did 10 times in the 1995-1997 time period.
The movie has nothing new to offer with a typical clichéd Bollywood story with average handling(improvement). However, the story gets quite cringe worthy in places. The pace slows down in parts and extremely disappoints in the emotional scenes. Also the scenes where the hero is supposed to sound tough and disagree with what others tell him not too do looks unintentionally funny. Sunil Shetty often likes to gets beaten by cops in his films and this flick promises nothing less. When he is arrested, he is tied up and his legs are beaten with sticks and he is constantly crying in pain which is extremely annoying. Yes when you are tortured you cry in pain but this one doesn't look like its proper acting, there is no natural acting present sometimes in Sunil's acting scenes. Even Akshay Kumar expresses pain better when he is tortured in a cell by the corrupt police. The story is about how an honest cop's brother gives up his eduction(shown in an extremely clichéd way) and with his gang of 5 people team up and beat the villains. In the process, Raghuveer get's arrested and tortured in a cell. He breaks out after lots and lots of overacting and done to death scenes when Sunil's family starts getting murdered. Then, it seems the director just rushed the end where Shetty escapes and kills all the villain one by one.
The typical stuff is fun to watch but if the handling and the whole story is bad, everything turns out to be crass. Raghuveer shows a slight improvement from earlier 1995 Shetty flicks like Takkar and Surakshaa but fails to connect the dots and create a decent typical flick. Some scenes don't make sense and in the middle before Shetty's arrest, we just see Shetty and his 5 friends beating and killing all the henchmen. The scene's between Monish Behl and Sunil Shetty were meant to be power packed but they look like some B Grade hero and villain confrontation. It's so stupid how Shetty walks with a bucket while Behl only fires his gun towards the bucket and then the action scene starts. Why couldn't he aim at places like Shetty's head or legs which was not covered by the bucket???What's with the illogical and clichéd action scenes? Direction by K Pappu is average in a few scenes showing depth and improvement but overall below average. The movie as I said has shown slight improvement but demonstrating maturity in some scenes from the first half but soon the movie becomes a typical action film with bad handling. K Pappu was never a good director, barring his few films when he was an assistant his Izzat Ki Roti with Sunny Deol and this are complete craps.

His crying in prison is annoying when he see's his sister in law in the widow outfit. Suresh Oberoi does an average job with a good acting in the first half while the second half, he fails to act well with his done to death dead scene. Shilpa Shirodkar does nothing but typical comedy(gets crude in places), and some songs with Shetty. Her seducing the villains as trapping the villains for Shetty is ridiculous. Monish Behl does a stupid job, he did good mainly in Rajshri films whilst here he does his typical rapist acting and horrible scared acting when the hero is about to kill him or harm him. Gulshan Grover gives some funny and intelligent dialogs being the planner does an okay job. Prem Chopra is the typical politician and he is getting typecast. The other's provide average support whilst a few side actors(whose name's I don't know) do an okay job.
Music is stupid, none of the songs are worth remembering and all are typical 90s crass songs just being fillers for a Bollywood movie. However, the background theme song going Raghuveer towards the end catches your attention and that is the best part of the movie when the music is on and Shetty(Raghuver) kills all the villains with the background song being a damn good add on. Funny how this final thing is good and the first portions are good whilst everything else is messed up.
On the whole, Raghuveer is a below average typical badly handled action film where Sunil Shetty and his movie show a slight improvement. However, everything ends on a below average note, even if the forced end action scenes and the decent background score for the action is decent.
